SELF-ASSESSMENT / COMMUNITY NEEDS ASSESSMENT

The Head Start Performance Standards state that each program must conduct a Self-Assessment at least once per year.

The objective of this web page is to provide individuals the resources and the tools to conduct a self-assessment and a community needs assessment. Both of which are critical steps in the planning process as well as continuous program improvement.

CYS is committed to providing its delegate agencies and other community-based organizations with data, information and resources necessary to develop comprehensive, dynamic and individualized program plans.

The Self-Assessment process is a self-critique of the program that involves data collection and analysis from a variety of sources to gauge the effectiveness of a program’s systems and services. The results serve as a catalyst in determining the needs for program improvement.

A program that demonstrates continuous improvement should ask themselves these questions: 

  • Is the program meeting all national Head Start Performance Standards?
  • Are our services responding effectively to the changing needs of children and families?
  • Are we doing what we need to, or are we just doing it the way we have always done it?
  • Can we refine our program design and management systems to further improve outcomes for children and families?

The department has identified resources that will help your agency complete this process.

Community Area Profiles - Detailed profiles of Chicago’s communities, with an emphasis on child population and early education and child care eligibility and utilization.

The Chicago Early Childhood Program Locator website is an interactive map based website which allows the user the ability to search for an Early Childhood Education site by entering a specific address, within a specified mile radius, and by program type. Chicago Department of Public Health – Chicago Health & Health Systems Project:  Community Health Profiles

Community Health Profiles, which are available for each of Chicago’s 77 community areas, contain a mix of health status and health resource data. Each community profile includes: Census statistics, Estimated primary care capacity and utilization, Health care resources, Hospital capacity and utilization data, Hospitalizations for ambulatory care sensitive conditions, Leading causes of death, Leading causes of hospitalization, Maternal and child health indicators, Where residents obtain hospital care.  http://www.cchsd.org/cahealthprof.html

Chicago Public Schools – School Locator, School Test Score and Demographic Reports

The Chicago Public Schools Locator website is an interactive map based website which allows the user the ability to search for a Chicago Public School by specific address, within a 1.5 mile radius, by school name, and by program type. http://schoollocator.cps.k12.il.us/

This URL links to CPS’s research division and provides information about individual and Chicago-regional test score and demographic information. Includes a query tool. http://research.cps.k12.il.us/

ChildStats.Gov

The official website of the Federal Interagency Forum on Child and Family Statistics offers easy access to federal and state statistics and reports on children and their families, including: population and family characteristics, economic security, health, behavior and social environment, and education.  http://www.childstats.gov/

Community Area Health Inventories:  2005

The Community Area Health Inventory is a two-volume report presenting data on Chicago's community areas.  The two volumes summarize data from many sources and represent the cumulative effort of the Epidemiology Program, the Office of HIV/AIDS Surveillance, the Sexually Transmitted Diseases Program, the Tuberculosis Program, and the Lead Program.

Volume II:  Community Area Comparisons

Illinois Department of Public Health – Vital Statistics

The Illinois Department of Public Health (IDPH) collects and evaluates thousands of health statistics to measure progress toward state and national health objectives. These numbers also provide the basis for developing and implementing public health strategies for disease prevention and health promotion. Illinois State Board of Education

The ISBE website research division provides a plethora of information on education and school related statistics statewide and by county and some cases city on the following topics: compliance with the No Child Left Behind Act, Truancy, immunization rates, teacher salaries, supply and demand and service records, in-school crime rates, and some limited information about school finance.  http://www.isbe.net/research/Default.htm

United States Bureau of Labor Statistics

U.S. Department of Health and Human Services – The Office of Planning, Research and Evaluation (OPRE)

The Office of Planning, Research and Evaluation (OPRE) is a unit within the Administration for Children and Families (ACF).  In collaboration with ACF program offices and others, OPRE is responsible for performance management for ACF, conducts research and policy analyses, and develops and oversees research and evaluation projects to assess program performance and inform policy and practice.

The Loyola University Chicago's Center for Urban Research and Learning (CURL) is a non-traditional university research center.
